About Makessa

Makessa K. Bility leads Health Tech Liberia with a focus on using digital tools, data, and systems thinking to strengthen how health services are delivered and accessed.

With experience working alongside health workers, communities, and government partners, Makessa is passionate about designing solutions that are practical, people-centered, and grounded in Liberia’s realities. Her work brings together public health, technology, and local innovation.

At Health Tech Liberia, she oversees strategy, partnerships, and implementation across programs that support clinics, community health workers, and training institutions.

Message from the Director

Why Health Tech Liberia invests in digital tools, local capacity, and long-term partnerships.

“Across Liberia, health workers are doing extraordinary work with limited resources. Our responsibility at Health Tech Liberia is to ensure they have tools that make their jobs easier, not harder.

When we introduce digital systems, we start by listening: What is already working in the facility or community? What is slowing down care? What would truly help a nurse, a community health worker, or a data officer at the end of a long day?

Our theory of change is simple: when health workers have the right tools, accurate data, and support, they can transform how care is delivered. That transformation belongs first to them and to the communities they serve — technology is there to support, not replace, that leadership.”

Under Makessa’s leadership, Health Tech Liberia is focused on a set of core priorities that guide our programs and partnerships.

1. Centering Health Workers

Ensuring solutions are co-designed with nurses, clinicians, and community health workers so tools match real workflows.
